Indianapolis is facing its worst flooding in three decades, Mayor Joe Hogsett said, warning that conditions on the ground were changing by the hour. Rescue crews spent Saturday pulling residents from hundreds of homes trapped between the river and nearby canals, many of whom had already been stranded by the rising water.
